The mill shaft generally needs rpms. The speed really isn't required for grinding the grain.....but to run the blower fast enough to clear the mill as the grain is ground. I converted a Wards belt drive to pto drive using a car axle with a donut tire rubbing against the flat belt pulley, just last spring.

I grew up with a belt driven hammer mill and tractor pully about 12" and the mill pully about 6" tractor engine ran at fast idle not top speed. so PTO speed was about 540 rpm. All belt driven and just staked down with no connection to tractor except belt. Your tractor pully will be a 6" face pully so do not go any wider but you can go narrower.
